Okie dokie -
This build works wonders in both PvP and PvM - for lightning immunes, let your merc and jab take care of 'em. [Fine, this is debateable ;)]
Stat wise
As usual, enough strength for equipment, enough dex for equip and max block. Everything else in vitality.
Skill Wise
Max out charged strike, and ALL of its synergies. All of them - lightning strike, lightning bolt, lightning fury, and power strike. = 100 points
One point in Critical strike, Dodge, Avoid, Evade, Penetrate, and Pierce = 6 points
Optional: If you want a chance against Boners and other missile PvPers, one point in both Inner sight and Slow missiles. = 2 points [I regret avoiding this ^^]
Equipment
Weapon/Shield1
Ethereal Upgraded Titans / Stormshield
Mainly for PvM - since the titans replenish =)
Weapon/Shield2
Thunderstrokes(+4 Java) / +20/-20 Faceted Monarch - (Or, an extremely rare Jeweler's Monarch of Deflecting ^^) / Stormshield
Alternate between these weapon modes - feel free to switch around depending upon who you're dueling, and their gear.
[eg. Stormshield vs. Zealots and BOTD babas]
Armour
Chains of Honour
Hands down. +Skills, DR, Resists - what more could you want?
Amulet
+2 Amazon skills with high mana leech, or +3 Java with Life / Highlord's Wrath
You'll need the skills and the leech - look for high resists on the amulet as well. Highlord's will give you good lit res, while helping you reach the IAS breakpoint.
Rings
Ravenfrost, Dual Leech ring with resists, 2x Wisp Projectors, BK ring
Ravenfrost/BK/Dual Leech ring for normal duels, but for trappers and fohers, whip out the wisps. Cannot be frozen is essential.
Boots
Sandstorm Treks/Waterwalks
Both your poison and fire resists will be lacking, so alternate between Waterwalks and Sandstorm Treks for their high resists, r/w, and FHR.
Belt
Tgods/Razortail
This is a matter of preference - TGods is nice for the Str/Vit bonus, and the absorb - amazing against those trappers and fohers - while Razortail is more for PvM, which helps LF pierce a lot better.
Gloves
+3 Jav/20%ias / +2 Jav/20%ias/Mana Leech
Either of these work - you need the ias indefinitely.
Helm
Griffon's Eye
Duh. +15% More damage, -20% Resists - 'nuff said.
Charms
9x-10x Javelin Charms - with Life, FHR, or Fr/w
Annihilus - Obviously.
Rest - Fill it with resist charms, again, depending on who you are dueling, and which resists you need to max.
Dueling Strategies
Use a combonation of Charged Strike and Lightning Fury
Hammerdin - Come from below, smack em once, they die. You should be able to dodge their hammers. They'll teleport, usually below you to optimize their aim - dodge, and stab.
Trappers - Slap on a wisp or two, run around the traps - fling a lightning fury in their direction every once in a while.
Wind Druids - Lightning Fury them - this will both weaken their cyclone armour and kill their oak sage - when they stop to recast, run up and Charged strike them. Wear stormshield ^^ - Tornado is PHYSICAL damage.
Zealots - Hit them?
Sorceresses - Not much you can do here - try to avoid their spells, and just like against the trapper, fling Lightning Furies their way (LF actually has a large hit range, and sure, it'll LOOK like it's missing, but you'll hit them). Elemental damage sucks up energy shield real fast, so they won't be able to cast spells/teleport for a few crucial seconds.
Bone Necros - Cast slow missile if you have it, and lightning fury them to death. If you can find an opening - take it. One charged strike usually takes care of necros, unless they've stacked up lightning resists. Bone Necros are easily one of the hardest matchups you'll go up against, since the typical bone necro is fully suited with at least an enigma.
Barbarians - Don't just randomly click, move out of the whirlwind, follow, and attack when they stop. BoTD really does hurt every once in a while.

"PVP:
The 55% bp is absolutely needed, especially if you are against a Necro who decrypts you or any melee; hits are few and frequent, so you need to milk any opportunity you get...
For the gloves, +str/dex would be much preferred over leech.
If you are a hardcore PVPer, I would allocate two points into decoy and valkyrie. The additional targets are EXTREMELY helpful, especially if you don't have FHR on your Java charms. I also suggest using FHR small charms with resists. Three targets tend to confuse opponents, and are good for absorbing Bone Spirits/Fireballs/etc and luring Tornadoes/etc away (by providing another target).
I recommend, if you are REALLY psyched: putting on CtA and casting BO/BC (or having someone else do it), then putting Tstrokes/20.20 deflecting or Stormshield on one weapon switch and Titans/Rhyme on the other. When you are not firing or jabbing, switch to Titans/Rhyme so that you can run faster. You will find opponents much easier to catch.
PVM:
For PvM, find another set of Tstrokes with the LOWEST ED possible (guard against IM). This really only applies if you are doing Baal runs, but you probably will be. Switch your gear around depending on whether you want to use mana potions or not (you will always need to pack some, but there is a way to minimize potting). Either Cham another 20/15 Griffon and use two dual leech rings with +mana, or go without CBF, or use more mana potions. Here, mana leech on the gloves is needed. Also, switch out the FHR small charms for either Serpent small charms, or Shimmering (if you are higher-leveled, to guard against LR/Convic). Also switch out the FHR java charms for java/+life charms.
